Dalia Paratore

President and Founder

Dalia has over 20 years of experience as an entrepreneur, organically building and then selling her first company off to publicly traded PR Newswire/United Business Media company in 2008. She then formed Paratore Enterprises, Inc to help other organizations grow as she and her previous partners were able to do. In her founding role she has put together a team of consultants with various backgrounds: Defense/Law Enforcement, Chemical Engineering, International Sales and Marketing to help your organization with its needs. Paratore Enterprises, Inc aids organizations manage all stages of the product lifecycle: identifying appropriate markets, internal/external marketing/sales strategies and product creation across regions.

Chris Harrison

Vice President

Chris is a Defense and Tactical industry veteran with over 35 years of high-level knowledge in the firearms, lasers, training, tactical gear, body armor, EOD gear industry. He has a substantial record of success in vendor relations, reseller and distribution networks as well as building, training and leading sales teams to remarkable success. He brings to bear his large database of contacts: End users, Resellers, Contracting offices and has extensive knowledge of US Government contract vehicles. His successful brainchild, the Dealer-of-Record (DOR) program is now the industry standard.

Matt Dale


Matt brings over 10 years of project management experience to Paratore Enterprises along with a Masters in Organizational Leadership, a certification as a Bid and Proposal Management Practitioner from the Association of Proposal Management Professionals (APMP) and a Certified Federal Contract Manager (CFCM) designation from the National Contract Management Association (NCMA). He also serves as an Adjunct Professor in James Madison University’s College of Business. His capture and proposal leadership efforts in pursuit of U.S. state, local, and federal government contracts have resulted in over $1.9 billion worth of awards. He has contributed to the strategy and writing of proposals that have secured over $33 billion worth of awards. There is a tried-and-true methodology that results in a compliant and compelling document that is easy for Government officials to evaluate and score. Donna Dougherty

Professional Contract and Proposal Expert

Donna brings over 38 years of experience from the Defense Logistics Agency (DLA) as a Tailored Vendor Relationship Specialist and has served both Federal and Military sectors. She brings her intricate knowledge of contracting, most especially for DLA/TLS/SOE/FES, to Paratore Enterprises, Inc. Her tried-and-true methodology results in a compliant and compelling document that is easy for Government officials to evaluate and score. Donna was the senior point of contact and logistics expert for the Special Operational Equipment Tailored Logistics Support Program, managing over $1.5B in annual sales, over 8,000 different commercial part numbers, and servicing approximately 8,000 DoD customers worldwide. Without an experienced proposal development professional it is extremely difficult to be awarded contracts.

Paco Paratore

Paco has over 40 years in the chemical engineering sectors for the Americas. His extensive knowledge of chemicals and materials allows manufacturers to improve the production or use of chemicals, additives and composites in their products. His experience of the Latin American market: both manufacturing and distribution, enables PEI clients to improve their production and reach. During his tenure at Honeywell Paco grew the additives division by 350 million.
